Turn off the pump and shake the water a bit - I found that bubbles form on the impeller that basically make it act like a spinning solid that doesn’t generate flow. After getting those bubbles out of the way it works fine. Sometimes just letting it sit off for a few hours lets the bubbles out too, but I’m never that patient.
The white one, if it’s derived from a PC-watercooling kit like I’m guessing, is an RPM indicator signal that normally gets fed back onto the motherboard, much like a PC fan would have 3 pins, +/-/RPM.
